Kate Taylor is a senior public sector finance leader with over 20 years' experience delivering strategic financial leadership, organisational transformation, and commercial decision-making across local government, higher education, healthcare, and public audit.

She currently serves as Director of Finance and Commercial Services (Section 73 Officer) at West Yorkshire Combined Authority, where she leads financial strategy, governance, commercial services, and stewardship of significant public investment programmes. Kate has built a career at the intersection of finance, strategy, and public value.

Prior to joining West Yorkshire Combined Authority, she held senior finance leadership roles at the West Midlands Combined Authority, including Head of Finance Business Partnering and Strategic Planning and Deputy Section 151 Officer, supporting major regional economic development and infrastructure programmes and working in the implementation of the first Integrated Settlement.
